据全国青少年体质健康(10万份抽样)调查显示,2006年与2000年相比,青少年的肺活量、速度、爆发力、耐久力等体能素质进一步下降,视力不良率有所上升,超重和肥胖检出率继续增加,甚至过早地出现了高血压、糖尿病等某些成年人疾病。为扭转这种局面,切实提高中小学生的体质健康水平,教育部、国家体育总局、共青团中央共同决定,2007年开始,以《学生体质健康标准》取代以往的体育测试标准,在全国范围内启动“亿万学生阳光体育运动”。《学生体质健康标准》要求,学校要为每个学生建立体质健康检测报告,不仅要出示各项测试成绩得分和评定等级,而且要为学生提供健康诊断和运动处方,指导学生在了解自身的情况下,按运动处方实施自我锻炼,以改善自身的健康状况。《学生体质健康标准》与以往《学生体育测试标准》的最大区别在于:将过去单一的身体素质测试转变为身体素质、身体形态和身体机能的综合测试,从而更加明确体现出学校体育“健康第一”的指导思想,以激励学生主动上好体育课,积极参与体育锻炼。
