系统,又称“体系”是指由相互联系、相互作用的若干要素构成的具有特定功能的统一整体。现代质量管理中将质量管理和质量保证系统一般称之为“质量体系”。现代质量管理足以质量体系为依托,通过质量策划、质量控制、质量保证和质量改进等活动发挥其职能的。随着人类生活和生产方式变化、科学技术的提高,现代质量管理趋向复杂化和系统化,质量体系是以实施质量管理所需的组织结构、职责、程序、过程和资源,它以满足质量目标的需要为准绳。适宜的质量体系是能满足质量方针和质量目标的需要,同时也应是经济和有效的。
