随着国库集中支付的制度的改革,财政部门的拨款笔数、规模以及范围都进一步扩大了,而风险也随之而来。为了降低国库集中支付风险,文章从科学、实效的角度出发,对国库集中支付风险预警体系进行设计,第一部分介绍了制度风险规避,第二部分介绍了技术风险规避,第三部分介绍了人员风险规避,以期能给相关人员提供有益的参考意见。
