“八·一三”抗战爆发后,法国外长德尔博虽然在法国国民议会的演说中曾公开声称:法国要覆行人道主义的职责,支持中国的抗战,保护中国人民的安全。但实际上,同年11月11日上海失陷后,国民党55师、特警大队、公民训练组织等约6000名抗战官兵被迫从南市退入法租界时,法国当局不但不给予保护,反而出动大批军警解除其武装,将他们集中圈禁在霞飞路(现淮海中路)1020号广场的茅舍里。尔后,将他们分押到九个拘禁营,由法国驻军重兵看守,从而彻底瓦解了这支抗日力量。
After the outbreak of the “13 September” war of resistance against Japan, the French Foreign Minister Delbow said publicly in the speech of the French National Assembly: France must carry out its humanitarian responsibilities in support of China’s war of resistance and the safety of the Chinese people. However, in fact, after the fall of Shanghai on November 11 of the same year, some 6,000 anti-Japanese armed men and women, including the Kuomintang 55th Division, the Special Police Brigade and the Citizens Training Organization, were forced to retreat from the Nanshi into the French Concession. Instead of giving protection, the French authorities dispatched a large number Uniformed police disarmed them and put them in a restricted enclosure in Xiaofei Road (now Huaihai Zhong Road) Square 1020 in the cottage. Later, they were detained in nine detention camps, heavily guarded by the French garrison, thereby completely disintegrating this anti-Japanese force.
