鉴于目前全国酒类产销极其混乱的状况,国务院已将《酒类管理条例》列入今年立法计划。为了加强对全国酒类产销情况的了解,为立法的可行性提供法律依据,国务院法制局、商业部、轻工部组成联合调查组,去年十月份到四川成都、宜宾、沪州、重庆等地进行了专题调查。通过调查以及各地所反映的情况,加强对酒类的管理势在必行,而且要尽快制定全国性的法规,以使各地有所遵循。这对加强酒类的宏观管理,不断提高产品质量,节约粮食,保护正当经营,维护消费者利益,提供可靠的法津保障。
In the light of the current extremely chaotic situation in the nation’s alcohol production and marketing, the State Council has included the Alcohol Regulation in this year’s legislative plan. In order to strengthen understanding of the nation’s alcohol production and marketing situation and provide a legal basis for the feasibility of legislation, the State Council Legislative Affairs Bureau, the Ministry of Commerce and the Ministry of Light Industry formed a joint investigation team and reached Chengdu, Yibin, Huzhou and Chongqing in October last year. Conducted a special survey. It is imperative to step up the management of liquor through surveys and the situations reflected in different places. National laws and regulations should be drafted as soon as possible so that they can be followed everywhere. This is to strengthen the macro-management of alcohol, and continuously improve product quality, save food, protect the legitimate business, safeguarding the interests of consumers, to provide reliable legal protection.
