架构体制机制的目的在于激活资源要素、增强运行的效能。但凡一项大的系统改革启动或者持续深化时,一般都会伴随体制机制的探索,而体制机制探索往往又以政策制度的突破为先导。
The purpose of the architecture mechanism is to activate the resource elements and enhance the operational efficiency.
