France recently introduced a form of hospital investment called the “General Budget Act.” This article is to point out the goals and methods of this investment system, and then evaluate its economic issues. I. Control of Health Expenditures The issue of controlling health expenditure is not the subject of this paper, but it must begin by addressing it: People should control health spending, at least make its growth rate slow down, and even prevent it from growing. During the past 30 years, the growth rate of French health expenditure is about 10% per year, which is almost twice the growth rate of production.
