2013年7月18日,社会福利政策实施效果评估指标体系座谈会在北京大学医学部召开。为了科学有效地评估各地有关老年人、残障人、儿童福利政策制定和实施绩效,促进社会福利政策决策科学化,民政部社会福利和慈善事业促进司委托《社会福利》杂志执行“社会福利政策实施效果评估”研究项目。社会福利政策评估标准也被称为社会福利政策评估指标,是衡量社会福利政策是否达到政策目标的尺度。此次座谈会旨在针对该研究项目设计指标体系,探讨政策制定、实施效果指标如何能够更加全面、准确地反映该项社会福利政策的实施效果。通过四个多小时的激烈研讨,项目组工作人员与福利政策专家初步确定了社会福利政策制定与实施效果评估指标体系。
July 18, 2013, social welfare policy implementation evaluation index system Symposium held in Peking University Health Science. In order to scientifically and effectively evaluate the formulation and implementation of policies on the elderly, disabled and children’s welfare policies and promote the scientific decision-making on social welfare policies, the Social Welfare and Philanthropy Promotion Division of the Ministry of Civil Affairs commissioned the “Social Welfare” magazine to implement the “Social Welfare Policy Implementation effect evaluation ”research project. The evaluation criteria of social welfare policies are also referred to as indicators of social welfare policy evaluation, which is a measure of whether social welfare policies meet the policy goals. The symposium aims to design the index system for the research project and explore how policy formulation and implementation effect indicators can more fully and accurately reflect the implementation effect of the social welfare policy. After more than four hours of intense discussion, the project team staff and welfare policy experts preliminarily set the evaluation index system for the formulation and implementation of social welfare policies.
