水电能源开发作为投资金额大、建设周期长的工程项目,除了能取得众所周知的经济利益和社会效益外,在最长达数十年的项目融资期间,还将对水能资源开发地的产业结构、上下游利益分配格局、信贷政策目标的实现,以及生态环境保护等方面,产生缓慢而深刻的影响。本文试图从贯彻央行信贷政策和确保金融稳健运行的角度,更为全面地剖析资源型落后地区的金融信贷结构。
