摘要：推进“一带一路”战略，加强中国与周边国家间的联系，是当前中国进一步加深对外开放的重要举措；跨境经济合作区构建，有助于发展边境区域经济、加强彼此间经济联系，进而发挥其在“一带一路”战略中的“先锋”作用。本文认为一个成熟的跨境经济合作区应具备良好制度环境、繁荣的产业和非歧视性消费，对应着这三个条件逐个分析所存在的问题、并给出相应的政策启示。 关键词：“一带一路”；CBEZ；政策启示 2013
