国内学界对政府绩效评估适用性的研究存在着认识偏差。作为政府评价的一种形式,绩效评估难以覆盖政府职能的所有领域,它主要适用于对政府执行公共项目的结果进行测量和评价。政府绩效评估无法制定普适性的综合指标体系,它只能根据公共项目的具体内容,有针对性地建立可量化、可测量的评估指标和科学的评估机制。从价值导向看,政府绩效评估可分为两种模式,即内部控制模式和外部责任模式。由于行政系统和公众分别具有不同的价值偏好和绩效标准,任何单一的绩效评估模式都有其局限性。构建复合型绩效评估模式,可以兼顾内部效率和公众满意度,实现政府执行力与公信力的统一。
There is a misunderstanding about the applicability of domestic academia to government performance evaluation. As a form of government appraisal, performance appraisal is difficult to cover all areas of government functions. It is mainly suitable for measuring and evaluating the results of government’s implementation of public projects. Government performance evaluation can not formulate universal comprehensive index system. It can only set up quantitative and measurable evaluation index and scientific evaluation mechanism according to the specific content of public project. From the perspective of value orientation, government performance evaluation can be divided into two modes: internal control mode and external responsibility mode. Because of the different value preferences and performance standards of the administrative system and the public, any single performance evaluation model has its limitations. The construction of composite performance evaluation model, both internal efficiency and public satisfaction, to achieve the unity of government execution and credibility.
