石门县经委直属18个国营企业。近几年来,一些企业由于制度不健全,财务管理混乱,违反财经纪律和制度的现象比较严重。经委认为搞好财经纪律单靠领导大喊大叫、业务部门东奔西跳不行,必须要有专职审计员,从事专门的监督、检查,协助企业改进财务管理,严格财经纪律。基于这一认识,决定配备五名专职审计员组成一个审计绵,直属经委领导。审计组又聘请了财贸、银行三名兼职审计员,在企业中挑选了18名义务审计员,通过学业务、学方法、学政策,采取巡回审计、行业对口审
