劳动和社会保障部部长张左已日前在劳动和社会保障厅局长座谈会上说,按照国有企业下岗职工基本生活保障和再就业工作会议的部署,养老保险要在今年年底以前全部实行省级统筹。已实行全部统筹的省级地区,要加以规范和加强,确保基金能够按时、足额上解,提高基金调剂能力。尚未实行省级统筹管理的地区,要积极创造条件、克服困难、按照国务院的要求,于今半年底前全部实行省级统筹。

In areas that have not yet implemented provincial-level unified management, they should actively create conditions and overcome difficulties and, at the request of the State Council, implement all-round provincial-level planning by the end of this half-year.
