2009年我国财政将安排20亿元资金,用于家电“以旧换新”补贴。继中国之后,美国、日本等国家也相继跟进,出台了旨在加快节能家电普及进程的类似制度。可见目前节能家电的更新换代补贴已经成为各国刺激内需,履行环境责任的政策杠杆。自从今年8月15日正式启动家电“以旧换新”政策之后,上海的几大著名家电商场也打出了“以旧换新,享受家电补贴”等宣传广告,一时市场反响热烈,销售火爆。但是由于程序较为复杂,细则标准不一,沟通欠通畅,不少消费者在“弃旧图新”的过程中经常被搞得一头雾水。
