学习借鉴上海自贸试验区建设经验,进一步促进中部地区转型发展、培育经济增长新动能,发挥优势推动中部地区崛起。中国(上海)自贸试验区先行先试、改革耕耘4年来,对照国际最高标准、最好水平的自由贸易区,不断探索各项改革开放措施,形成了投资准入“负面清单”、国际贸易“单一窗口”以及“扩大服务贸易”等一批可复制可推广的制度创新,为我国加快构建开放型经济新体制起到了一定的引领示范作用。
