In order to implement the important thinking of General Secretary Jiang Zemin about the “Three Represents,” and the spirit of “Decision of the CPC Central Committee and the State Council on Stabilizing Population and Family Planning and Stabilizing Low Birth Reproduction,” and comprehensively promote quality service, the State Family Planning Commission announced on June 28, 2000 Day ~ July 1 in Qiqihar, Heilongjiang Province held a national family planning reproductive health work experience exchange and seminar.
