In order to guarantee the implementation of the “Shanghai Urban Planning Regulations”, the construction of shanty-village simple houses, individual housing construction in established towns, house facade decoration along urban roads, and installation planning management of outdoor advertising facilities have been strengthened. The Shanghai Municipal People’s Government has promulgated The “Administrative Measures for the Management of Sporadic Construction Projects in Shanghai” was implemented on January 1, 2000. The government regulations, combined with the actual conditions of the city’s urban society, maintenance, construction and development, have determined more specific urban planning management requirements for these sporadic construction activities, starting from the requirements of improving the administrative efficiency of the urban government.
