1949年中华人民共和国成立以后,党中央、毛泽东主席就发出了“进军西藏宜早不宜迟”的指示,决定从二野九个军中抽一个充足的军来担负这一神圣任务。经刘伯承、邓小平反复考虑研究,确定由张国华任军长的第18军进军西藏。刘、邓首长让18军担任进藏任务的报告,很快得到了党中央、毛泽东的批准。并成立了以张国华为书记的中共西藏工委会。从此,张国华和西藏结下了不解之缘。
After the founding of the People’s Republic of China in 1949, the Central Party Committee and Chairman Mao Zedong issued an instruction that “we should march to Tibet sooner rather than later,” and decided to draw a sufficient army from the No. 9 Yemen military to shoulder this sacred task. After Liu Bocheng and Deng Xiaoping repeatedly considered the study, they determined that the 18th Army commanded by Zhang Guohua would march into Tibet. Liu and Deng commanded that the 18th Army serve as a report on the task of going to Tibet and was quickly approved by the party Central Committee and Mao Zedong. And set up a CCP working party with Zhang Guohua as secretary. Since then, Zhang Guohua and Tibet have formed a bond of indissoluble bond.
