1998年以来,随着公安部“金盾工程”的正式启动,全国各级公安交通管理部门积极推进信息系统的建设和应用,基本实现了交通管理主要业务的信息化、网络化,并发挥着不可替代的保障作用。但随着信息系统的不断发展,也暴露了出诸如信息共享水平差、维护力量不足等新问题,如解决不好,势必影响信息系统运行质量和交通管理业务工作的正常开展。
