目的:规范企业生产行为,消除该领域普通食品添加非食品原料的无序状态,确保消费者食用安全和保健食品行业健康发展。方法:根据法律法规的要求,设计现场调查表,对普通食品和保健食品的配方成分、普通食品的原料使用情况等开展调查。结果:5户保健食品企业生产普通食品132个品种,保健食品47个品种,生产加工普通食品是企业的主业;其中,有3户企业的普通食品全部委托加工生产,涉及41个品种,占普通食品31.1%,委托加工无法实施有效监管;对200件普通食品与保健食品的相同功效成分进行了梳理,有19个种类;21件普通食品中违规添加保健食品原料,主要为蜂胶、芦荟和褪黑素三个种类,违法添加率15.9%。结论:具有保健功效的普通食品应纳入保健食品的管理范畴,需制定委托加工监督管理方面的法律法规,加强对普通食品的监管,加大抽检力度,建立信息化网络平台。
OBJECTIVE: To standardize the production behavior of enterprises, eliminate the disordered status of adding ordinary non-food raw materials in this area, ensure the safety of consumers and ensure the healthy development of the health food industry. Methods: According to the requirements of laws and regulations, the on-site questionnaire was designed to investigate the ingredients of common foods and health foods and the usage of raw materials of common foods. Results: Five health food companies produced 132 varieties of common food and 47 health food products. The production and processing of common food was the main business of the enterprise. Among them, there were 3 ordinary enterprises that commissioned the processing of ordinary food, involving 41 varieties, accounting for 31.1% of ordinary food, commissioned processing can not implement effective supervision; 200 common foods and health foods the same efficacy components were sorted out, there are 19 species; 21 ordinary foods in the illegal addition of raw materials for health food, mainly propolis, aloe and Melatonin three species, illegal addition rate of 15.9%. Conclusion: The general health food should be included in the management of health food products, the need to develop commissioned supervision and management of processing laws and regulations to strengthen the supervision of ordinary food, increase the sampling efforts to establish an information network platform.
