第一条 为加强公路工程质量监督,保证公路工程质量,保护人民生命和财产安全,根据《中华人民共和国公 路法》、《建设工程质量管理条例》,制定本规定。 第二条 从事公路工程建设活动,对公路工程质量实施监督,应当遵守本规定。 本规定所称公路工程,是指公路的新建、改建以及养护大修等工程。 本规定所称公路工程质量监督,是指依据有关法律、法规、规章、技术标准和规范,对公路工程质量进行监督 的行政行为。
Article 1 These Provisions are formulated in accordance with the “Highway Law of the People’s Republic of China” and the “Regulations on Quality Control of Construction Projects” in order to strengthen the quality supervision of highway projects, ensure the quality of highway projects and protect people’s lives and property. Article engaged in highway construction activities, supervision of the quality of highway engineering, should comply with the provisions. As mentioned in these Provisions, highway engineering refers to the construction of new roads, alterations and maintenance and overhaul of highways. The term “highway project quality supervision” as mentioned in these Provisions refers to the administrative actions that supervise the quality of highway projects according to relevant laws, regulations, rules, technical standards and norms.
