With the continuous deepening of the theory and practice of economic system reform and development, the issue of the relationship between ownership and operating rights has increasingly become a focus of attention. In order to achieve significant progress in the reform of the economic system without involving ownership issues, a class of views on “the separation of ownership and management rights” is the construction of a new system and its effective operation is gradually spreading. This kind of view holds that the difference in the operating efficiency of the economic system is mainly caused by the improper arrangement of the operating right, and the arrangement and use of the operating right may not be affected.
