北京市顺义县白河灌区,于3月15、16两日召开了灌区首届代表会,参加会议的有受益公社主任、大队长、生产队长、浇地有经验的老农、模范配水员以及县农林局、水利局和有关区的负责同志,共165人。这次会议开得很好,总结了几年来灌溉增产的经验,也找出了过去用水管理得不好的原因,并明确了今后应该大力加强管理、大搞渠系配套和平整土地工作。
