在我国加入 WTO 以后相当长一段时间里,辽宁省最突出的矛盾就是安置人的问题,将这项工作搞好,我们省政府的工作就算是大获全胜。实事求是地讲,辽宁省的就业形势是相当严峻的,全省国有企业在册的职工410万,各类下岗人员加起来有140万,占到1/3以上。据测算,今后几年内还将有近百万人从各类企事单位中分流出来。这么大的数量不仅影响到群众生活,也影响到经济发展和社会稳定。所以我在各种场合和会议上讲,现在及今后相当一个时期内,最大的问题是人的就业问题。
For quite some time after China’s accession to the WTO, the most prominent contradiction in Liaoning Province is the issue of resettlement. If we do a good job of this task, the work of our provincial government will be victorious. To be realistic, the employment situation in Liaoning Province is quite serious. The number of registered workers in the province’s state-owned enterprises is 4.1 million. There are 1.4 million workers in all kinds of laid-off workers, accounting for more than one-third. It is estimated that nearly a million people will be diverted from various types of enterprises and units in the next few years. Such a large quantity not only affects people’s livelihood, but also affects economic development and social stability. Therefore, on various occasions and in meetings, I say that the most important issue now and for some time to come is the issue of man’s employment.
