本文采用Hoekman指数进一步细化的方式,按照修正的频度分析法赋值,依据中国和东盟签署服务贸易协议后所公布的第二批承诺减让表,具体从总体开放水平、部门开放水平两个层面进行测度,其中每一个层面均包括对四种服务模式和市场准入及国民待遇两个维度的承诺对中国以及东盟五国服务市场开放水平进行评估。通过量化测度,本文论证了中国和东盟五国在承诺中的特点和开放水平排序,以期为CAFTA框架下第三批承诺和RCEP服务贸易谈判奠定基础。
In this paper, the Hoekman index is further refined, according to the revised frequency analysis method assignment, based on the second set of promissory concession released after China and ASEAN signed the service trade agreement, specifically from the overall level of openness, the two departments open Level measures, each of which includes a commitment to four service models and two dimensions of market access and national treatment to assess the openness of service markets in China and the five ASEAN countries. Through quantitative measures, this article demonstrates the characteristics and openness of China and ASEAN five commitments in order to lay the foundation for the third batch of commitments under CAFTA and RCEP service trade negotiations.
