财政部和环保部批准浙江省在太湖流域杭嘉湖地区和钱塘江流域开展化学需氧量排污权有偿使用和交易试点、在全省范围开展二氧化硫排污权有偿使用和交易试点。2009年3月,浙江省排污权交易中心挂牌成立。
Ministry of Finance and Ministry of Environmental Protection approved Zhejiang pilot projects on the paid use and trading of chemical oxygen demand emission rights in Hangzhou-Jiaxing-Huzhou Lake area and Qiantang River catchment in the Taihu Lake Basin. Pilot projects on the paid use and trading of sulfur dioxide emission rights were carried out across the province. March 2009, Zhejiang Province Emissions Trading Center was established.
