临清市位于位山引黄灌区的下游,黄河水可用不可靠,致使地下水超量开采,形成大面积漏斗区。为解决临清市水资源的可持续利用,重点扶持和发展低耗水高效益产业势在必行,深化水利体制改革,实行水务一体化管理,充分发挥体制上的优势,加强计量供水的步伐。完善水资源调配工程和自动化监测手段,实现临清水资源的可持续利用,是重中之重。临清市是资源性重度缺水地区,地下水资源人均占有量仅有170m3,不足全国人均占有水资源量的1/13。水资源的紧缺,不仅制约了临清市经济社会的发展,而且造成了水环境的恶化,城区形成了大面积的漏斗区。为此,认真解决好临清市水资源的可持续利用是一项重要的战略性课题。
Linqing City is located in the lower reaches of the Yellow River Irrigation District, the Yellow River water is not reliable, resulting in over-exploitation of groundwater, forming a large area funnel area. In order to solve the problem of sustainable utilization of water resources in Linqing City, it is imperative to support and develop low-water-consumption and high-efficiency industries, deepen the reform of water conservancy system, implement integrated water management, give full play to institutional advantages and enhance the pace of water supply measurement . Improve the water resources allocation project and automated monitoring means to achieve the sustainable use of water resources in Linqing is the most important. Linqing City is a resource-intensive and water-scarce region. The per-capita amount of groundwater resources is only 170m3, less than 1/13 of the national average. The shortage of water resources not only restricted the economic and social development of Linqing City, but also caused the deterioration of the water environment. The urban area formed a large-scale funnel area. Therefore, it is an important strategic issue to conscientiously solve the sustainable use of water resources in Linqing City.
