据《电子测试》2005年第10期引用日本经济新闻报导,日立制作所及东芝等电机大厂正进行协商,计划设立半导体代工厂,预计投资2000亿-3000亿日元量产数字家电的核心元器件大型集成电路LSI,预计2007年开始营运。参与协商的业者有日立、东芝、NEC及松下电器等厂商。日本半导体业界从90年代末期开始就陷入重整洪流。1999年NEC与日立集成DRAM事业,设立尔必达(Elpida);2003年日立与三菱电机集成系统集成芯片事业部设立瑞萨。但这些厂商在历经重整后,仍一贯维持开发与制造集成经营的“垂直集成型经营”方式,加上巨额投资尚未回收之前,半导体价格即已陷入低潮,结果日本半导体业界的全球占有率不断下滑,从巅峰时的5成以上掉
