经国家测绘局批准,并纳入“摄影测量技术改造试点工程”的“Topocart B型仪器改造”科研项目,是由黑龙江省测绘局第四测绘大队提出并承担的一项课题。该课题得到总局研究所、无锡测绘仪器厂、哈尔滨市龙江仪表厂等单位的大力协作与支持,于1991年1月16日在哈尔滨市通过技术鉴定。鉴定委员会听取了课题组程德群、蔡金生等同志所作的“研究总结报告”“技术报告”“测试报告”和吉林省测绘局第三测绘大队所作的“用户试用报告”;组织了专门测试组对改造后的仪器精度进行了检测;全体委员现场参观了仪器示范表演。经认真分析和充分讨论,鉴定委员会认为:该项目符合国家测绘局对该科研项目的总体方案,适合我国国情,主题正确、技术设计科学台理。课题组对主机和绘图仪的机械部分进行了改造加工,引
