随着教育体制改革的不断深入,农村基础教育一改过去由县级教育行政部门统一管理的“国家全包”制度,普遍实行了“分级办学、分级管理”的新体制。这种新体制的实施,乡镇对基础教育管理权限扩大了,充分调动了地方发展教育事业的积极性。但在管理过程中,还存在着很多弊端。本文就如何完善农村基础教育管理体制,理顺县区和乡镇教育行政部门与农村中小学的关系进行探讨,明确各自的职权,使之符合现代管理的要求,真正建立具有功能齐全,结构合理,人员精干,运作协调,灵活高效的教育行政组织体系。
With the continuous deepening of education system reform, rural basic education changed the new system of “state all-inclusive ” system, which was administrated by county education administrative departments in the past. With the implementation of this new system, township authorities have expanded their management of basic education and fully mobilized the enthusiasm of local governments in developing education. However, in the management process, there are still many drawbacks. This article on how to improve the rural basic education management system, straighten out the county and township education administrative departments and rural primary and secondary schools to explore the relationship between clear their respective powers, to meet the requirements of modern management, and truly establish a fully functional, rational structure, Lean personnel, operation coordination, flexible and efficient education administrative organization system.
