世界奥运史及现代全球安全减灾的发展证明,“安全奥运”及其保障机制建设应成为办好一届最出色奥运会的重要标志。北京市政府承诺2008年北京奥运会要“举办成为一届历史上最出色的奥运会”。2008年北京奥运会期间正值中国推进“十一五”(2006-2010年)计划中,因此,安全奥运建设本身不仅现实而且意义深远,它必须要求纳入“十一五”国家计划的安全减灾战略。同时,安全奥运建设的本身就孕育着巨大商机。对此,本刊编辑特邀请中国灾害防御协会副秘书长金磊,就奥运安全建设问题进行剖析,希望能对北京2008年奥运会的安全系统化建设有所借鉴。
The development of world Olympic history and modern global security and disaster reduction proves that the construction of “safe Olympics” and its safeguard mechanisms should be an important symbol of running a best Olympic Games. Beijing Municipal Government promised that the 2008 Beijing Olympic Games will be “held to be the best Olympics in history”. During the 2008 Beijing Olympic Games, just as China was pushing forward its “Eleventh Five-Year Plan” (2006-2010), building a safe and secure Olympic Games is not only realistic and far-reaching, it must also require the inclusion of a safety and disaster reduction strategy for the “Eleventh Five-year” national plan . In the meantime, the construction of a safe Olympic Games itself has created a huge business opportunity. In response, our editor invited Jin Lei, deputy secretary-general of China Disaster Prevention Association, to analyze the issue of Olympic security construction and hoped to draw lessons from the systematic construction of Beijing’s 2008 Olympic Games.
