2003年12月的一天,气温下降到零下十几度,然而灵武市政府宾馆会议室里热气腾腾。市委、市政府的表彰会在这里举行,年轻的村支书任自成从市委书记纪峥的手里接过一面锦旗。至此,灵武市东塔乡园艺村已是第七次获奖,其中最突出的殊荣是获自治区人民政府命名的“红旗村”。素质教育建班子东塔乡园艺村共有7个队,分布在灵武市东北部附近。这一片土地年代久远,果树成林,自明代起农民就有栽种大枣、杏、桃等果树的优良传统。进入20世纪60年代以来,由于生态破坏,环境污染,树木老化,使这一片膏腴之壤遍地疮痍,农民收入每况愈下,一度时间农民怨声载道。
