中央欧亚国家面临着一系列内部挑战和外部威胁,保障经济增长和社会安全稳定需要各个国家间的协同合作。中国意在通过“丝绸之路经济带”完成国内经济结构调整和转型,并同时解决其西部地区和欧亚大陆中部地区的发展与稳定问题。俄罗斯则利用欧亚经济联盟框架下统一的关税空间和集体安全条约组织,保护参与国的经济安全与军事安全,提高成员国内部的经济社会稳定性和国际竞争力。在“丝绸之路经济带”与欧亚经济联盟的推动下,拥有资源优势的中央欧亚获得了巨大的发展潜力和投资吸引力。中央欧亚国家间的协同发展既需要“丝绸之路经济带”的投资能力,也离不开欧亚经济联盟制度框架下已成型的一体化项目。“丝绸之路经济带”与欧亚经济一体化项目将成为中央欧亚发展的驱动力,二者的对接与合作将改善该地区的基础设施状况,促进中央欧亚交通物流领域乃至整体经济的发展,维护该地区以及各国内部的安全与稳定。
Central Eurasian countries are facing a series of internal challenges and external threats. To ensure economic growth and social security and stability requires concerted cooperation among all countries. China intends to complete the restructuring and transformation of its domestic economic structure through the “Silk Road Economic Belt” and at the same time solve the problems concerning the development and stability of its western region and the central region of Eurasia. Russia, taking advantage of the unified customs space and the collective security treaty under the framework of the Eurasian Economic Union, protects the economic security and military security of the participating countries and enhances the economic and social stability and international competitiveness of the member states. Under the promotion of the “Silk Road Economic Belt” and the Eurasian Economic Union, central Eurasia, with its resource advantages, has enjoyed tremendous growth potential and investment attraction. The coordinated development between the Central Eurasian countries not only requires the investment capability of the “Silk Road Economic Belt” but also the integrated project that has been shaped under the framework of the Eurasian Economic Union. The “Silk Road Economic Belt” and the Eurasian Economic Integration Project will become the driving force for the development of Central Eurasia. The connection and cooperation between the two will improve the infrastructure in the region and promote the development of the Central Eurasian transport logistics and even the whole Economic development and safeguarding the security and stability in the region as well as in all other countries.
