实施“党内关爱工程”是发扬党的传统、化解党内矛盾、促进社会和谐的重要途径,也是增强党组织凝聚力、战斗力,推动经济社会又好又快发展的重要举措。党的十七大报告提出:要建立健全党内激励、关怀、帮扶机制,关心和爱护基层干部、老党员、生活困难党员。因此,在新形势下,如何构建一套科学、系统、完善的党内关爱体系,已经成为各级党委特别是组织部门面临的重要课题。
