一、企业集团外部环境现状解析纵观几年来企业集团从出现到不断成长的过程,其外部环境可以从两个方面来谈:1.政策环境,即指政府对企业集团的政策输入,也就是政府对组建企业集团的干预、扶植和引导作用.目前,我国政府主要是通过计划单列这一形式来实施对大型企业集团的组织与管理.2.市场环境,笔者在此主要是想通过与常态模式的企业集团作一粗略对比,以考察我国企业集团生存空间的优劣.自1986年以来,国家计委对具有全国性重要意义的15家大型企业集团实行计划单列,其中机电行业有13家.实践表明,企业
