当下全国众多风景名胜区不约而同开始实施或酝酿提高景区门票价格,业内甚至已把2005年称为景点“涨价年”。在这股涨价风潮中,西湖风景名胜区管委会宣传部副部长陈炜却明确表示,西湖环湖公园的免费政策不会因此受到任何影响,相反,杭州还将免费开放更多的旅游景点。从2003年10月1日开始,杭州西湖环湖公园已全部实现24小时免费开放,成为全国惟一不设门票的4A 级旅游区和国家级风景名胜区,免费开放的公园景点总面积超过2000公顷。

Starting from October 1, 2003, Hangzhou West Lake Central Lake Park has been fully open for 24 hours and has become the only 4A-level tourist area and national scenic area without any ticket in the country. The total area of the free and open park attractions is over 2000 hectares.
