犯罪是不可避免的,也是不可能被消灭的,我们只能通过一定的手段和途径对其进行控制和预防,来降低它对社会产生的危害性。而刑罚则是统治阶级为了维护自己的统治利益,追究行为人的刑事责任,用以惩罚犯罪的手段。
Crime is inevitable and can not be eliminated. We can only control and prevent it through certain means and ways to reduce its harmfulness to society. The penalty is the ruling class in order to safeguard their own interests, the perpetrators held criminally responsible for punishment of crime means.
