2002年5月,科技部提出学习福建南平经验,在西北地区试点推行科技特派员制度。宁夏回族自治区党委、政府高度重视,积极响应,按照“突出科技、重在创业、结合金融、创新机制、着眼市场、三线推进”的工作思路,部署安排了科技特派员创业行动试点工作。2002年9月起,宁夏先后在中卫、中宁、青铜峡、平罗、原州区、彭阳、利通、灵武、盐池、同心、惠农11个县(市、区)和区供销合作社开展科技特派员创业行动试点工作。目前,全区513名个人科技特派员和10个法人科技特派员活跃在农村基层,有的带项目、带技术、带信息,开展多种形式的技术服务;有的以资金、技术入股,与农民结成利益共同体,或面向农民创办各类经济实体。据不完全统计,一年来,科技特派员实施项目共164个,总投资2.09亿元,年总产值达2.5亿元。项目辐射农户4.2万户、15.8万人。科技特派员下派的基地、园区、企业和示范园区内农民人均收入比下派前增长了50元至470元,平均增长了214元,同比增长12%。
