社队给社员们分了造林用地,每到造林季节,植树任务一下达,大家也能按数完成任务。可是。造林和管护质量大不一样。有些人,认真栽植、管护;有些人,栽树不下辛苦,幼树成活率低,反而在林地里种满粮食作物。因为林地里打下粮不缴农业稅,就年复一年地种下去,耕地时犁头紧挨着树棵,树根不是被切断就是被擦伤。加上耕种庄稼时人踩马踏,原先存活的树又死去不少。这种借植树之名,行种粮之实的手法,实在使不得,这不只是喧宾夺主,严格说来是以农伤林,极不合理。
