十四届六中全会《决议》根据党在社会主义初级阶段的历史任务和建国以来特别是改革开放以来的历史经验,进一步确立了精神文明建设的指导思想和奋斗目标,指出精神文明建设的实质,就是要通过各种途径和方式,从思想道德和科学文化方面全面提高人的素质,从而更好地促进物质文明和精神文明共同进步,建设有中国特色的杜会主义。因此,提高干部队伍的素质在加强精神文明建设中占有十分重要的位置和特殊的作用。
