黄河堤防管理是黄河下游防洪工程管理的重要内容,随着市场经济体制的逐步完善,计划经济体制下形成的管理运作模式的弊端逐步暴露出来,严重制约了堤防管理工作.为此,原阳县河务局通过两年的实践,对堤防管理运作模式进行了认真探索,取得一些有益的经验.1 堤防工程管理情况原阳县黄河河务局现有职工280人,专业工程管理人员110人,群管护堤员220名,担负着63.82km堤防、105道防洪坝及3座引黄涵闸、1座防沙闸、6处控导工程172道坝(垛)的管理,以及辖区内的防洪抢险、黄河治理开发、水资源管理等任务.

With the gradual improvement of the market economy system, the drawbacks of the management and operation mode formed under the planned economy system have gradually been exposed, seriously restricting the embankment management.
