黄河堤防管理是黄河下游防洪工程管理的重要内容,随着市场经济体制的逐步完善,计划经济体制下形成的管理运作模式的弊端逐步暴露出来,严重制约了堤防管理工作.为此,原阳县河务局通过两年的实践,对堤防管理运作模式进行了认真探索,取得一些有益的经验.1 堤防工程管理情况原阳县黄河河务局现有职工280人,专业工程管理人员110人,群管护堤员220名,担负着63.82km堤防、105道防洪坝及3座引黄涵闸、1座防沙闸、6处控导工程172道坝（垛）的管理,以及辖区内的防洪抢险、黄河治理开发、水资源管理等任务.
