4月7日上午,农业部、财政部、劳动和社会保障部、教育部、科技部、建设部在 人民大会堂宣布:“农村劳动力转移培训阳光工程”正式启动。农业部副部长张宝文、财政部部长助理冯淑萍、劳动 和社会保障部副部长张小建和教育部副部长吴启迪出席启动仪式并作了重要讲话。启动仪式由农业部科技教育司司 长张凤桐主持。 开展农村劳动力转移培训,是加快农村劳动力转移,促进农民增收的重要环节,也是提高农民就业能力、增强 我国产业竞争力的一项重要的基础性工作。去年,六部委根据中央要求,共同制定了《2003-2010年全国农民工 培训规划》,已由国务院办公厅转发各地贯彻实施。去年年底的中央农村工作会议耜全国人才工作会议对开展农村劳 动力转移培训工作进一步提出了明确要求。为贯彻落实党中央、国务院的部署,促进农村劳动力转移,增加农民收 入,农业部、财政部、劳动和社会保障部、教育部、科技部、建设部决定从2004年起,共同组织实施农村劳动力转 移培训阳光工程。
On the morning of April 7, the Ministry of Agriculture, the Ministry of Finance, the Ministry of Labor and Social Security, the Ministry of Education, the Ministry of Science and Technology and the Ministry of Construction announced in the Great Hall of the People: “The Sunshine Project of Rural Labor Transfer Training” was officially launched. Zhang Baowen, Vice Minister of Agriculture, Feng Shuping, Assistant Minister of Finance, Zhang Xiajian, Deputy Minister of Labor and Social Security, and Wu Qidi, Vice Minister of Education attended the launching ceremony and made important speeches. The ceremony was presided over by Zhang Fengtong, director of science and technology education department of the Ministry of Agriculture. Carrying out the transfer of rural labor force training is an important part of accelerating the transfer of rural labor force and increasing farmers’ incomes. It is also an important basic work to improve the employability of peasants and enhance the industrial competitiveness of our country. Last year, on the request of the Central Government, the six ministries and departments jointly formulated the “2003-2010 National Training Plan for Migrant Workers”, which has been forwarded by the General Office of the State Council across the country for its implementation. The Central Rural Work Conference at the end of last year, the National Talents Work Conference, further set out clearly the requirements for carrying out the training of rural labor transfer. Ministry of Agriculture, Ministry of Finance, Ministry of Labor and Social Security, Ministry of Education, Ministry of Science and Technology and Ministry of Construction have decided to jointly organize the implementation of the rural labor force since 2004 in order to implement the plans of the Party Central Committee and the State Council, promote the transfer of rural labor force and increase the income of farmers Transfer training sunshine project.
