朝着改革目标积极稳步推进——青海省推行国库集中支付制度的做法

我省财政国库管理制度改革自2003年正式启动以来,一直在稳步、有序地向前推进。目前,省级91个部门、397个二级预算单位已全部纳入改革范围,4个地区也开始试行国库集中支付业务,并逐步向县级延伸。总体来看,全省国库集中支付在财政财务管理中的基础性地位已基本站立,并为实现“横向到边、纵向到底”的改革目标打下了坚实的基础。一、实施的部署(一)省本级改革全面推进。省财政厅本着“积极推进、稳步实施、难易结合、有代表性”的原则,2003年12月1日首批选择了10个省级部门进行国库集中支付改 Since the reform of treasury management system in our province was officially launched in 2003, it has been steadily and orderly moving forward.
