通过参加服务机构资质评审、工作规范落实专项检查和技术报告审查等方式,对国家安全监管总局印发的《职业卫生技术服务机构工作规范》在部分职业卫生技术服务机构的落实情况进行调查。调查发现工作规范在服务机构中的学习宣传以及在质量体系文件中的体现情况较好,落实情况总体尚属满意,有效地促进了职业卫生技术服务的质量提高,但在服务业绩、信息公开、危害因素识别与现场采样管理、参加外部能力验证等方面仍存在部分不足。建议明确业绩要求,建设统一的信息管理系统,加强专项监督检查,细化工作规范的部分条款要求,以切实促进职业卫生技术服务工作的质量。
By participating in the qualification examination of service agencies, carrying out special inspections in work rules and examining technical reports, the State Council on Surveillance and Occupational Health and Safety Administration issued the “Regulations on Occupational Health Technical Service Organizations” to investigate the implementation of some occupational health technical service agencies. The survey found that the work norms in the service agencies learning and propaganda and in the quality system documentation is better, the implementation of the overall situation is still satisfactory, effectively promote the quality of occupational health technical services, but the service performance, information disclosure, Identification of hazardous factors and on-site sampling management, to participate in external competency verification and so there are still some deficiencies. It is suggested that a clear performance requirement be established, a unified information management system should be established, special supervision and inspection should be strengthened and some of the provisions of the work specification should be refined to effectively promote the quality of technical service for occupational health.
