利用外资“嫁接”改造老企业,虽在我国不少地区取得了较大进展,但从全国情况看,目前发展很不平衡,而且随着形势的发展,也显露出一些亟待研究解决的新问题。一些领导部门、企业负责人和专家、学者,对此提出一些颇有价值的意见和建议: ——思想认识问题。据各地反映,有不少企业领导主要关心任期内的近期效益,存在短期行为,认为利用外资耗时费力,冒更多的风险,有的还认为“嫁接”改造让外国人赚了钱,主张适可而止。这些认识上的偏差影响了部分老企业进行“嫁接”改造的信心和积极性。对此,不少有识之士提出,应当进一步解放思想,加强对工业企业干部、职工的改革开放政策教育、国情教育和工业形
