党的十八大以来,随着党要管党、从严治党真正落到实处,政治生态发生了根本性的变化。从在实现不敢腐、不能腐、不想腐上还没有取得压倒性胜利,到反腐败斗争压倒性态势正在形成,再到反腐败斗争压倒性态势已经形成,不敢腐的目标初步实现,不能腐的制度日益完善,不想腐的堤坝正在构筑,党内政治生活呈现新的气象。这就给从政用权的广大党员领导干部带来一个新的课题:“如何习惯在有约束的环境中工作”。
