(一) 第二季度新产品新式38公斤重轨的生产,平均小时产量超过了计划指标,5月份实际比计划平均提高1.3％;6月份实际比计划平均提高10.7％;而作业率却远远落在计划后面。第二季度实际平均有效作业率比计划低24.7％,因此5月份仅完成产量计划的80.76％,6月份仅完成90.86％;如果作业率能按计划实现,不仅能够完成计划,而且可以超额。质量也未达到计划指标,实际平均合格率比计划低2.64,扣除计划内的二级品、次废品共达459吨。精整交库也不能做到及时,迄至6月底待验品还
