今年上半年,我们狠抓了新《工会法》的宣传和全总、财政部的联合文件的贯彻落实。尤其是试行按比例回拨补助办法以后,充分调动了市县工会收缴经费的积极性,全省工会经费收缴比去年同期有较大幅度的增长。我们的主要做法是:1、理论联系实际,确定合理的回拨比例。这几年,我省工会经费收入虽然逐年增长,但是发展很不平衡。为此,在回拨比例的确定上,我们坚持既要达到改革的目的,又不至于使一些经济基础差,工会经费收缴困难的县(市)工会因超收回拨经费的下降而丧失信心,影响经费收缴积极性的发挥。我们规定,拨交经费收入(40%)部分在40万元以下,且当年工会统计年报工报的建会职工总数在四万人以下的县(市)工会,超过上解经费65%的部分为超比例经费,其余市、县按70%计算,从全省来看,各地的“按比例回拨补助”与原来的“超额补助”基本持平,从华东地区乃至全国来看,这个比例也是基本合理的。
