预算包干涉及面广、政策性强,是一项复杂而又细致的工作。我们现行预算包干的具体办法并没有统一的模式。从各地情况看,归纳起来有全额包干,单项包干、定额包干、差额包干等四种。这些办法,在加强行政事业单位的管理,努力增收节支,发扬艰苦奋斗优良传统,改进工作作风和工作方法等方面,都起到了积极的作用。但是,也还存在着不足的一面。下面就如何进一步改进预算包干办法提几点建议: 1、“单项包干”应逐步改为“全额包干”。这是因为“单项包干”,只包公用经费,人员经费实报买销,助长了单位有人就有钱,盲目增人员。 2、“差额包干”应逐步改为“定额包干”。“定额包干”的好处在于多收不减补,少收不增
