党的十四大确定了我国社会主义市场经济体制的目标模式,一个以经济建设为中心的持续、协调、高速、高效发展我国国民经济的历史时期已经到来.迅速发展的形势,要求教育不失时机地适应经济建设和社会发展的需要,从过去为计划经济服务“转轨”到为不断扩大了的社会主义市场经济服务的轨道上来.在这一新形势下,电大教育如何“转轨”、怎样实现“转轨”,这是教育必须适应经济建设和社会发展需要客观规律的要求,也是我国四万多电大教育工作者的愿望.
